whats the best way to add flash elements over video?

i like to animate things in after effects and import them into flash. occasionally i need to add some flash buttons or something for interactivity. is it possible to have my video in flash and add buttons, etc to it and be able to put it at certain points of the video?

i.e., at the 20 second mark have a flash button or something appear at a certain location, etc.

yes.

look for cuepoints in the livedocs for flash - you can add them at encoding time (for f4vs/flvs) or with actionscript (flv/mp4/f4v).
