movie taking up space when not used

I have a dynamic dropdown menu at the top of my site, it can vary from 1 button width(roughly 15 pixels), to 10 button widths(150 pixels). The buttons are never fixed, there is 1-10 buttons in the dropdown depending on the users needs.
Anyway, I have the trigger button ('+' sign, similar to Flash's Actionscript Editor). The box drops downward, the problem is, I can't put this into my site when the movie not being used while it is up, or using a few amount of buttons is draping its backround over my site.

This is a very simple problem, it isn't as complicated as my post seems to be(after reading it a few times).

Bottom line, I need the movie to expand with the buttons, or stay up with them.
