Mask/blur content under a MC?

Hey Everyone. I was wondering how this effect is done. If you look at the jpeg you can see that the content under the menu and conent frame is blurred. Been searching for a while for this but still I cannot trick it myself.

you could just duplicate the image, put it directly above the original image, apply a BlurFilter to it, then mask it.

I was thinking that buddy but thats a tad bit messy. I was looking for something a bit more clean and I thought it would be possible with as3.

Has anybody else got a solution?
