Need Someone to Design Simple Flash Based Design Module

I basically need an interface designed which allows a user to make a very simple artistic design on a circular canvas.

The user would be able to

1) choose from a number of stock images I provide to add to the canvas
2) If they want, upload their own photo to the canvas and be able to resize it/rotate it
3) add text to the canvas which they can choose font, size, rotation of text, transform the texts arc.
4) Be able to send the layers either "forward" or "backward" on the canvas
5) Be able to save the image or have it be directed to an email

That would be the basics, Could you please respond in this thread if interested or PM me. I have worked with another guy from this forum, I will give you his info to prove I will pay
