Flash Desktop application with database microsoft access

Hi guys,
I have recently seen an application made in flash or may be with flash and air. There is just one .exe file and one db file. And no server side linking like PHP, ASP or XML.

I just want to know how is it possible. Do i have to use air with flash or flash will do the job by using AS3.0.

What if it's not made in Flash / AIR but some other technology?
You're assuming too much there... The only DB Air can natively access is SQLite.
Everything else is ideally handled by services ( server-side code ).
