Hello there
Where are you planning to make the 3D earth? In flash or in another 3D program and import it to flash? Please detail exactly what you need, because the click + show info is easy to achieve, but i don't know if the 3D fact has any important to do with

Well, you can use Swift 3D or Blender, both programs export to .swf, then you import the .swf into flash and make whatever you want with it.

You make the 3D earth in Swift 3D or Blender. You make an animation of the earth's globe 360 degrees, going on around the globe. Then you export to .swf or as a movie (.avi, .wmv, .flv, .mov). Load the swf or the movie into flash as a movieclip, stop(); at first frame of that movieclip so the movie doesn't start automatically. Then just gotoAndStop(); the desired frame of the movieclip to stop at an specific point of the earth globe !
