    I am trying to make a small animated gif that says:

    Chicago, The Windy City

    But I want Chicago to stand still, and the windy city part to animate like its in a small breeze. What would be a good program to get this effect. I've got fireworks.

    Ulead GIF Animator maybe?
    Could be done in Flash as well but I think the file-size would be bigger.

    If you use Flash, you can use Swish or FLASHtyper to make nice text effects.
