I noticed this site does not really have a "build your first preloader" tutorial. All of the tutorials involing preloaders assume you already know how to make a basic one. I just want to make a basic preloader with a percentage bar and some text. how do I do this?

Yo , you should look at the Open movies , http://www.flashkit.com/movies/Scrip...rs/index.shtml Preloaders . Here you can see how its done and there are many of them . Some for Flash 4 and 5 . Hope you find what you are looking for .
