Of course, in the end, there would have to be a new governenment office (The United States Nipple Regulatory Agency) in order to control the proper licensing and conservation of wild caught, captive raised, and foreign invasive species of nipples in the US which would establish a new domestic market as well as a new conservative neo-underground market to aviod taxation by claiming all nipples are of foreign origin making them exempt of taxation and regulation by the US government.

Personally, I will take advantage of the situation and be running nipples on the black market in my vintage rumrunner boats making a killing while the rest of you are busy arguing over who's responsibility it is to stop it.
