Is this possible with Flash?

I want to develop an online application that will allow the following:

1) Pick an image from an online folder (garment).
2) Change the colour with hue/saturation/darkness slidebars (or pallette).
3) Pick an image (with transparency) from an online folder (club or school logo).
4) Re-size the drag into position.
5) Save the composite image to a selected online folder.

I really have no idea about Flash; is this possible?
Is there a good, inexpensive commercial resourse for getting it done?
