Maybe scrolling the bitmap causes the slowdown? In my scrolling engine i keep the tilemap in a single bitmap which is one tile larger than the screen and move the container movieclip instead of using the scrolling function. You may want to check this method.
Also on timing issues, Flash doesn't seem to like anything faster than 30Hz. I had big problems with 60Hz (without using much CPU time) and since 30Hz are too choppy for my taste, i settled for 45Hz. Not the most stable animation-wise, but it is hardly noticeable. What is your FPS setting?
As a side note, the game is very laggy when the SitePal banner is loaded in another tab. Maybe this is the cause?

Bad_Sector: So when you have moved your bitmap as far as it goes you have to move it back and redraw the whole thing, right?
The way my scroller works is by using the native bitmapData.scroll function (which should be _very_ fast) and then it just updates
the few pixels on the edge that are new. The game is 30 FPS/Hz btw.

Looks like you were right, Luxregina My favorite so far is this one from gay gamer (let the title be a warning!).
Anyway I read a few comments on Reddit about the speed issues.
I had the same problem. Open the windows task manager and go to the processes tab, right click on firefox.exe (or whatever
browser you're using), click 'set affinity', and make sure you only have one processor turned on.

Assuming you have an AMD processor and this is a regular problem for you, try installing the AMD Dual Core Optimizer. It's
basically (in my opinion) a bugfix that synchronizes the counters between the two processors.
I had so many problems that required setting the affinity before I found out about this. Why this isn't done automatically
I'm not sure, but there you have it.
I take this as evidence that I'm not at fault 
Updating to the latest flash player seems to work too.

Yes, but i don't redraw everything. I keep an array with the tiles of the bitmap and when new tiles are about to be drawn, i check the existing tiles with the new tiles and draw a tile only when the tiles don't match (and update the existing tiles array of course). If i was about to draw everything, CPU time would be around 10-15% higher :-). In my Linux box at least (Flash is considerably slower in Linux, my engine currently takes around 6-10% CPU time in Linux and in Windows never goes beyond 3%).

Well it seems to be one of the random banners appearing in this forum. This particular one is a little CPU hungry, featuring pseudo-3D and speech.

By the way the computer that I was on where it did the super fast speed thing was a Intel quad core so it's not on just AMD processors

I've used that class in many more projects, and they worked just fine
