Animated Gif. But what program?

I am trying to make a small animated gif that says:

Chicago, The Windy City

But I want Chicago to stand still, and the windy city part to animate like its in a small breeze. What would be a good program to get this effect. I've got fireworks.

can you achieve the effect you desire in flash? if so, just use flash and export it as an animated .gif. if you don't have flash, just find a nice shareware .gif animator.
