Can be done, but only in IE on PC. Open a new window with javascript. Add ' fullscreen ' to the window.open features. Then in de html you want in the popup call a script onload. Let that script resize the window to the sizes you want.
Done. Not familiar with javascript? Go to any javascript archive site like javascript.com or javascriptsource.com

Is it possible to have frames in a chromeless window? I've tried to do it, but to no avail.

Just call a frameset into the fullscreen window instead of a regular html files... yes, it's that easy!
