Make sure you've actually made frames--if you can make tweens it means you haven't filled out the frames in between.

Select which layer you want to add frames, hit F6 on your keyboard until you have the amount of frames you want.

You can also go to insert>timeline>keyframe.

Once you've made an image, go to the next frame and make another image. Another thing that might help is the onion skinning button, located on the bottom of the timeline, right above the stage. Hit that button to see what your previous frames are doing.

Frame by Frame

Cowboy ~ Just to add to what has already been said...make sure you decide on a starting point and an ending point for your clip or graphic or whatever you are trying to make move. You will then need to enter keyframes for your starting and ending points. Once you have the starting and ending points you can add your tween. AmberP813

if u want to convert a tween to keyframes do the following:

- Select the layer containing the tween (so the whole tween is highlighted)

- then right click on the tween and choose Convert to KeyFrames ..

that will convert your tween into keyframes and then u can edit them as you like

If you want to know how to do frame by frame animation, then just try this:

On frame one, draw anything you want. Press F7, draw something different.
Test your movie, there you have 2 different frames. Now, if you want to make something GOOD, then let's say draw a guy in your first frame. Press F7, and turn on onion skin (it's just under the layer names). Drag the left wall so it just overlaps the frame before your currently selected frame. Now that you see your guy again, draw him again moving to some position. I do this, and it takes a really long time, but the end result is the best you can get if you do it correctly.
