If frame is loaded, then why does it (the preloader) need to go anywhere and play, shouldn't it be playing before anything (hence the reason for the preloader) I am sooooooooooooooooooooooooooooooooooo confused!!!!!!

The idea behind the command is this:
Let's say that you have a big old graphic on frame 15 of your movie. There's no way that a 28.8 connection is going to have it loaded in time. So, instead of having your movie stall out at frame 14, you put the if Frame is Loaded command in frame 2, saying "If frame 15 is loaded, goto and play 3, else goto and play 1."
