I'm trying to get a general idea of what's the largest file size you guys would go up to for a header/menu file (or set of files).
40kb? 50kb? 70kb?
I'm talking about swf's and jpeg's... let me know.

Flash headers i.e the ones you normally see in hosting companies have a size of 250 KB to 700 Kb
Static images range from 150 Kb -600Kb.
I'm talking about the headers on every page, not intro flash movies. I think you may be exaggerating a great deal.
Are talking about something like the flashcomponent.com header above?
i dont really have a max size, but if it is going to take a little while to load (especially on a slower connection) make sure there is an alternate way to navigate through the site. many flash headers include the nav bar with the banner, but if it takes a long time to load then people can go to other pages right away.

A menu is the first thing that should appear on a site. If you use multiple images - load one and the menu, and have the rest load in the background. So in my opinion a menu shouldnt be more than between 15-20 kB initial download.
