Hi, I would guess its a screenshot from an animation, done in After Effects

it's way to sharp for a screen grab. This was done at a super High res and shrunken down to 1280 etc.. so screen shot wouldn't be possible.
I'm guessing using Particle Illusion or using a gradient on a path.
Personally, I'd open up Combustion or AfterEffects and capture a frame of a particle animated on a path - output one frame to bitmap, that's quite easy actually.
to me it looks like it could be done wiht illustrator, using multiple pen layers with a caligraphic brush stroke, then probably imported into Photoshop and added teh color and glow with multiple layers, some with gaussian blur and motion blur. (probably could have been done all in illustrator, but not sure).
I figured it out. It's just bluring some small lines and then repetetive Polar coordinates filters... Then colorize (Hue/Saturation) the shapes.
