If Flash and gif banners are all meant to be really incredibly tiny in size (below 50k or whatever), how the h*ll do people get away, with producing the flash banners you see with movies that load in, etc?

probably produced by designers that use their brain only for the appearence not what comes with it.
How much of what the banner loads at runtime counts towards 'filesize'?
