full browser scroller (AS2)

could someone please help me before i have a break down!
been trying to solve this for 2 days :(
ok so heres the problem...

im making a full browser flash site, dimensions are 960 x 1200.
obviously these dimensions put it beyond the verticle limits of any browser
so it need a scroll bar on the right to scroll up and down... simple.

so in publish settings i set its dimensions to 100%, and scale to noScale, then publish it.

everything works perfectly in that it is aligned to the top middle and it is running full browser... but there is no scroller!!! only the top half of my swf can be seen!

its full browser flash and if you reduce your browser dimensions then a side scroller appears! super.

idealy i'd like it to be done in flash like this tho
