Can Someone Help Me With The Final Part Of My Website?

I've been trying to add a resize function to this so that it can be viewed in different size browsers. Exactly like the opening page of this site http://www.milesaldridge.com/ So the whole page is always in view and scales until it reaches a set maximum size. Any idea how to do this? I'd really appreciate it if someone could help out with this.
