how can i call function inside movieclip in library panel it is not on time line
plz any body help

I'm not sure if that is even possible. You have to have a local instance of the MovieClip in your project to even reference it.

Why not just copy the function to the main timeline or wherever you need it? Or just place the Movieclip you want to call on the outside of the Stage, and give it an instance name.
