Is this possible or is their software that can do this?

i assume you want to convert swf to html primarily because your host does not have flash player plugin, coz i encountered a similar situation recently. There is no other go other than optimizing the colors and exporting to animated .GIF. There is a html export in flash but even that would work only if the host has flash player plugin :(
Well, hope this helps, for this is how i went about it. Hope i am wrong and there is some novel way to run the swf on the web without flash player installed. That would be great :). sigh,...HTML5
