Alphabet Game

How to code a flash game about alphabets. i tried to develop a game using falling alphabets. the player/user will pop the falling letter then the popped letter will goes through the blanks below the border of the game's window.
like for example, i popped up a letter T from the falling letters, then it will appear below the border(footer) like: T_ _ _ _ in the word tiger.
I have a reference image on the right side so that children will understand what letters are they going to choose. :)

Actionscript 2.0 or 3.0?

AS3 but no class files. I will use xml though.
