I think it's fair to say it was a series of near sighted administrations.
I wonder however if its fair to say its excusable (excluding the current admin and their list of actionable items) since no one actually thought something so terrible would actually happen? I'd watched plenty of doc's on domestic terrorism and the made-for-tv movie about the first wtc attempt and even I was shocked at the brashness of the event.
It was a huge wake up call and I agree we need a heads up approach. But I never once thought that meant listing an axis of evil and declaring war on a faceless nameless enemy.
We have a large enough army to wage 3 world wars simultaneously and it wouldn't have been near as a cluster fk to just unleash a portion of that at Al-Qaeda. I can no more understand people who bought into Iraq than I can running on an first-punch ticket.
Guliani was the mayor during both events
He failed to follow thru on the recommendations after the first attempt.
Had he followed thru the firefighters who died on 911 and possibly hundreds more would have been saved.
It doesn't take an outside power to initiate a terroist attack
look at Columbine or Virginia Tech or the Royal Oak Post Office or The Oklahoma Federal building or the DC Beltway sniper. Any individual or group of any persuassion can initiate an attack on any group at any time.
The question becomes how do you want to live your life? Are you willing to let the government make you a prisoner to protect you?

When we magnify this to Nationalism, it is very easy to disguise sharing our values with the sincere desire to overcome other societies, to dominate in other words, from a standpoint that we are right.
Most of our judgement of what is wrong in their society is naively based on what we feel is right, rather than a thorough understanding of their history and belief system. The UK has an embarassing history of supremicy policy, and now it would appear the US is on the same road.
The easy way to motivate your populous that what you are doing is right, is to create an us and them adgenda, propped up by a threat.
So to answer your question, yes I am fearful of attack, is my fear justified, not sure what is real and what is propoganda.

and they aren't just going to be mad at Georgia. Unlike the civil war in Iraq Russians won't be after russians they'll be after anyone on thier home turf and will have no problems taking the fight into western europe.
