If you're one of those people that has tons of cash you could pick up a pantone to process color guide...
If not, all I do is select that color in photoshop (pantone 281) the using the eyedropper, look at the RGB values... in this case R=0 G=34, B=97.
Now you'll have to let you're client know that this color could change dramatically depending on who's looking at it and how their monitor is set up... on a mac it will be way lighter, a pc way darker etc...
Hope this helps.... basically if you have a swatch of the color just eyeball it (at the screen configuration you design at for the general populous)
