Transparent Flash over other Flash

I've got an issue with a Flash overlay being applied to a page that contains other Flash objects. The Flash overlay is always behind the static Flash objects, no matter what z-order magic I try to work. The normal page is CSS-based... the static Flash objects are nested several layers deep in div tags. As soon as I wrap the Flash overlay in it's own div tags, it goes in front of everything except the other Flash objects. And the z-order attribute does squat. Any ideas?
