Actually, it is easy. :)
Create a rectangular band/strip of color travelling horizontally across the center of a square document. Apply your rainbow gradient band then go to Filter>Distort>Polar Coordinates and choose 'Rectangular to Polar'. This will give you a circle that you should then be able to modify to taste.

I have a few extra steps to make it look better:
Insert a new layer and in it
Apply gradient tool>rainbow
Convert layer into smart object
Apply olar Coordinates filter
transform
convert layer back to a normal layer
