Aah, I did a Sin City-ish image for another PS battle once and had a 'rain effect' coming out of the windows...I used a texture for it. It's pretty cool, I can't remember what the name was though as I reorganised my files. The texture looked like as if someone brushed steel wool over this metal surface. I changed the curves, desat'd and an overlay/screen while getting rid of extra details using a background erase brush.
i created custom rain before using a black circle, then smudging half of it so it was like a long flower petal with the thin end transparent. I then created a brush with it, adjusted the scatter/angle/color dynamics and brushed away...i only wanted the rain to be falling on one part of the image and in a specific direction and it worked great.
