This is tantamount to lowering the bar, or scaling education to the lowest common denominator.
If we can't afford both remediation and keeping up educational standards, we need to take a serious look at where our money is going, and what we can do to stretch our dollars. Standardized testing doesn't improve education, it just tells you how crappy it is.
My instincts tell me that if more parents did their jobs, this would be less of a problem.

I believe the point is that the process of gaining a more complete understanding of something is always useful toward being... smarter. Even if you don't some day use that knowledge to make money or save lives.
You always hear kids saying "I will never use this knowledge" and you always hear adults saying "I wish I would have paid better attention in such and such class."
