this is not an exact answer but what i did was change the frame size to 740 x 580 and scaled the caption bar then centered the top bar and moveed the nav. btns to the side it looks at little better...

when u scale be sure to hold down the shift key and if u imported it into the libray or there is an icon with its name on it you should be able to double click on it and then set the compression...

a projecter file (exe) is just the flash movie packaged with the flash player everything should still work exect maybe external swfs the only way to find out is by testing it!

you might want to try a wmf or windows metafile. i am not sure what your image looks like or what it is trying to acomplish but it worked pretty well for me.
