Nope, but having a movieclip containing all other movieclips and scaling that will work with no problem. ;)

Precicely, that is usually the cause of skips in slower computers, since it can't process all frames in one second. (aka lag).

The faster the FPS, theIt works kind of like this:
60FPS might make beatiful smooth movement in a fast computer. However, older (and slower) computers won't be able to calculate/process/render/etc...

I would move it to 31 FPS. That is the standard of publishing, as far as I am aware of.

Wallrunning
The game is all in a side-view perspective. You control a stickman character, and have to traverse a number of levels using your parkour/freerunning skills (think Mirrors edge)....
