You'd almost have to build the security measures on the PHP side... having it validate the source of the request came from the same domain. Also have the Flash file do a check to make sure it is on...

So if I wanted to make a game, that had Flash->PHP->Database interaction, there would be nothing stopping people from cracking open the Flash and getting all the pertinent information needed to cheat...
