Yes I agree with using Freehand or illustrator, in my case I creat the majority of my graphics in freehand and export them as a .swf file then simply import them into flash and there you go.

If it's just a silhouette that you want i'd just scan your photograph and simply import it into your vector program and use the bezier tool to trace round the person and simply fill and then delete...

Thanks for the tip deadbeat it sounds like the only logical solution to the problem but i'm sure that there must be a flash genius out there who knows how to get rid of the flash generated symbols....
