This may not be the advice you want to hear...but with your requirements, I would recommend putting each of the button movies into separate Flash files.
For example:
1) Mouseover button A loads...

If you publish your movie (F12), check the HTML file, and it should default to your movie size (eg. WIDTH=800 HEIGHT=400)...simply change the parameters in the HTML file to 100%.
