    Macromedia has a program called Fontographer.
    It costs about $350, so it is only for serious font making, but you can create type 1, type 3 and True Type fonts.

    Try http://www.downloads.com I saw some sharware font program there before, I downloaded a trial of one but I found it useless, maybe you will have more luck.
