Dynamic arrangment? Change who is ontop.

I have a map made up of buttons that all touch. When you mouse-over, the button enlarges - pretty simple. The problem is I can only only modify who is ontop based on layer arrangement. Top most layer = ontop. This doesn't work because I need each of them to hold "ontop" status at some point. Is there a way I can change the arrangment dynamically. Onmouseover = element is now displayed ontop? Each button doesn't require it's own layer, so if the solution means using a single layer that is fine.

Forgot to add:

The result of not being able to specify which button is on top leaves most of them sitting behind something else after they zoom in.
