img's to swf's

I am trying to externally load images i.e. jpeg/gif/ etc. into a flash movie (offline) through a sort of editor I created, I understand how to do it via Generator=online, but I want to do it offline, is there any programs available that can manipulate img's and make them swf.'s on import?
can I use a visual basic innerface with flash embeded within it?

Ming can be configured like that as can Flash Turbine. Both can be found at http://www.openswf.org - Your best bet is to use the OpenSWF.org source code and make an Image converter.
