***Can this be done in flash?***

Hi all, I was asked to create an interactive program that allows a student to practice case studies, and was wondering if i can do it in flash. This is what is required:

"The project may involve many different cases in the future, but for now, we will use only one case. The student would read the case online and would be asked to drag (place) groups of words or sentences into certain 'boxes', based on the relevance of the information they just read. If the student is right, a message comes up telling them why they were correct. If they were wrong, the words would not be dragged to the box, and a message would come up telling them to try again."
