How do you make an FTP page,

anyone know where to look or anyone have know how?

Iam trying to make an ftp page to where clients can go and upload files or download. But I want to work it thru a website, right now it is controlled by a server and stand alone ftp apps, but I would like to change all that and use Netscape or IE. If anyone knows please help
