I have a jpeg that i imported into flash.

The quality is good when i have only one frame on my root timeline. If I have more than one frame on my root timeline the image quality decreases.

Has this happened to anyone else before?
    I am baffled.

    hmmm

Are you using the imported jpg, or a symbol containing the import (much better)?

Your bitmap is aliased by the player when exported.

According to MM 'If a Flash movie is exported that has a bitmap image that resides on one frame only, the Player displays the bitmap anti-aliased, by default'

For this youll need to configure your player -
go to the first frame and add a Set Property action (select it from the actions list if youre in Normal mode)
then next to the "Set:" menu, pull down to select High quality from the list and in the field marked "Value:" enter the number 2.
