It doesn't take much to be better than geocities I used to use http://www.sphosting.com when they were ad free, but now they have popups. I feel like I currently have the ultimate solution, although not everyone can do it. I set up my own server at my school, so I have a personal server (two actually) on a T1. If I want another feature like mySQL (which I now have BTW) I just need to install it. Like I said though, if you don't have an old machine kicking around and some way of getting broadband this won't work for you. I have heard good things about brinkster.

word on the street is some ripper sites allow you to rent space off them for pints..
Have you heard of such champions Razor?

they call me the_jump...
port5.co.uk/port5.com is free, but I haven't used em in a while so they may have changed. Also there's the perennial - spaceports.com
Both gove PHP/mysql support.
You could also try installing your own personal web server (Apache etc) if you are just doing development.
