while you seem to be happy with Tknaff1's link, the effect you originally linked to was a clever combination of elastic motion and the X position of an image, and not at all like the flashkit movie.
If you don't know how to control the _x postion of an object by making it equal to the _x position of another object (which was all the flashkit link was), then elastic motion might be beyond your scope. If you want to give it a looksee anyway, there is a good little FLA at

It's designed for elastic scale, but if you fiddle with it for a while you will see that it is quite easy to make it work for any flash property, be it height width x y whatever.
