I have a problem that is driving my crazy!

In the start of my cartoon, Santa Claus is walking towards the screen from a distance and then stops when he is up close. This animation is 102 frames (7.8 seconds). I decided then to add a .wav file of footsteps in the snow which is 7.8 seconds long as a Sound Event.

On my PC at work, the sound finishes at the same time as Santa takes his last step. On slower PCs, the sound finishes before Santa is done walking. On a Mac, forget about it - its sooo slow that Santa finishes walking a long time after the .wav is done.

I tried using the .wav as a stream, but then it just cuts out all sorts of frames from my animation.
Does anyone know how I can fix this? Anyone know what frame rate I should be using because right now I'm using 23 fps.
