Looping MovieClip help!!!

Ok I'm trying to make vertical scrolling dymanic text using arrow buttons and I would like them to scroll continualy while them mouse is over the buttons and stop when its moved from the buttons. Now I got instructions before but I'm not to up on the flash stuff just yet. Everyone tells me to make a movieclip that is empty and just loops but how do I do this and where do I place it? is it a seperate layer or just another keyframe or what? And, Also, is there an easier way to do it without having to make the empty looping clip?

Also, if you can help me with the first question could you please explain how I would than be able to clip on my navigational buttons (i.e. News, Links, etc.) and have them replace the dynamic text that is there? If it matters I'm using an external .txt file. Please help if you can. Thanks
