A combination of lathed objects with reduced sweep angles should do the trick.

how do you want it to open?
like the above example or with a peice sliding open on the top?
ive never seen a telescope tower open, cos im an unobservant kinda guy

Swift3D is not going to be able to create the exact shapes needed to accurately construct a model that follows the conventional form of most observatories. To do this you would need to be able to remove a chunk of the sphere on the top, while in Swift3D you must use various permutations of a curve swept around some portion of a 360 degree arc.
The example below was created using mostly lathed objects. The way the dome opens is a bit of a compromise based on Swift3D's toolset, but who's to say you couldn't build one this way? I'm going to hang onto the .t3d file, but this will give you a decent reference to work from. The reference I was working from was some pictures I found on the net of various observatories and telescopes.

NOW ... I have another question :
How Can I import a picture to Swift to used it as a background , I know that it wont except gif , jpg .... ( eps ok ) is there a way ?
Thanks for the help

You can create a square extrusion...begin the upper left point of the square at 0,0 in the Extrusion Editor...then apply a bitmap texture. Set this up behind the foreground object/s so it creates a background in the viewport you will be rendering.

Sjekke .. thats exactly what I was looking for , would it be too much if I ask you how to do that arm to rize up from the dome ?
Thanks

Superman
Finiki - All you need to do is create the arm or whatever, and have it placed under the opening.
Then goto 'Animate mode' and move the keyframe slider a few more frames ahead and then click on the arm and move it up, when you click play the arm will rise.
If you are struggling with animation i suggest trying these tutorials
