u gotta do it inside 3ds max.
here's an example that i'll explain in words.
1) you have this arm.
2)you create bones along the arm. Go under animation and click create bones in case you can't find it.
3)click at the should then at the other end of the shoulder to create a small bone that resembles a human's rotator caps.
4)click at the area where the joint that connects the upper arm and the lower arm.
5)create a bone where the wrist should be at.
6)now click on the shoulder bone and go under animation and then hi solver.
7) click the wrist and you'll see a dotted line that goes from that arm to a newly created blue point thingy.
8)click the lower arm and do the same thing
9)you can play around with the blue thing and you'll see the bones move. Think of the dotted line that connects to the blue thing as the muscle and you'll understand what it's used for.
10)click on your mesh and then add a skin modifier to it.
11)click the + sign to expand the rollout and then click envelope.
12)click add bone and in the text box above type in bone and all the names of the bones are highlited. Click select and they'll be added to the skin modifier.
13)you'll now see that your arm is now blue except where the area the bone is. It will be multicolored. The area that's multicolored is for you to control which part of the skin moves with the bone. Experiment around and you'll get the hang of things sooner or later.
