** HELP ** Trying to create depth in Flash

This is killing me! This seems like it would be so easy yet I can't do it!

I'm trying to emulate this effect:

It has two layers, moving at different speeds, creating a sense of depth, but both of them only go so far to either side. That's what I want. When it gets near the left or right edge, it slows down, kinda like strafing from one side of a room to another.

Anybody know how they did this??
Is there a tutorial that anybody knows about that explains how they did this?

After spending an enire day fumbling with this, it is clear to me now: Only an expert can solve this one.
