Assuming that you have Flash...
Find a photo of some skyscape, make a looping movieclip with this image (making sure to use your photoshop skills to adjust the beginning (left) and end (right) of the photo so that they match seamlessly) and then export this masterpiece to your format of preference.

think he wants some actually video of the clouds forming, billowing, breaking up etc.
To be honest can't see him finding that for free anyway.

check out microsoft's clip art, there's actually a lot of stuff in there. It's somewhere off their main site and they do have video too.
