perhaps England wouldn't have been invaded but they would have starved to death without US aid. The Germans had England pretty much isolated by it's U-Boat's.

the original plan was to go straight for Moscow, with secondary objective of kiev.
The one that was eventually adopted as Barbarossa was for a three pronged attack od Moscow, leningrad and kiev.
but Hitler got a bit egotistical about taking a city named after the Russian leader and changed the plan.

I don't think you can use that as argument.
Although your analogy makes sense, in reference to schooling and education, motivation needs to be inspired. Having all the latest and greatest resources means nothing without decent faculty and vice versa, decent faculty would find it difficult to promote motivation in a school that has no resources and activities.
I think there's many a school district that has the best intentions, but not the money to achieve their goals, so despite their best efforts, they produce mediocre graduates.
I'm not saying that pumping billions into the less-fortunate school districts would solve all the problems, but failing to even attempt to bridge the gap between rich and poor districts, the state fails the kids, leaving the country with dimwitted citizens.

Yeah, I see it a bit differently. The motivation to learn should be brought to school, not acquired there. It's an added bonus if the kid does get motivated by the system, but we can't blame the system if they don't.
IMO, it's kinda like going to the gym and complaining that your trainer doesn't inspire you to work out, so you're getting fatter. Having an inspirational trainer is a bonus, but ultimately it's on you to make the effort.

You're right again, but it seems to me that there's a correlation between exterior motivation (and the lack there of) and income level, with income level then directly reflecting on the tax base financing the school.
In case anyone reading this is wondering, I only feel as though I'm (vaguely) qualified to comment because my girlfriend of years past was a teacher in the Philly school system after she graduated. I remember that new teachers had to do some time at the worst schools, some sort of 'paying dues', I guess, and the stories she'd tell about the kids and the materials were really terrible.
