    For example, I think he skips a step in the tutorial right between making a new flash document and inserting a keyframe in Frame 10. How does he get that open circle in Frame 1?

    The open circle should be there. It represents an open keyframe. In any frame that there isn't one, just hit f7 and you will have one.
